Mark Mackrell, 52, of Coatesville, was charged with unlawful contact and photographing minors, according to the Chester County District Attorney's Office.
A criminal complaint outlines the incident, which allegedly occurred July 23 at the YMCA on Airport Road in East Goshen Township. Two girls, ages 13 and 14, reported being filmed while at the pool the day before.
When YMCA lifeguards approached Mackrell and asked for identification, he allegedly refused but showed his badge and identified himself as a police officer, investigators said.
Authorities quickly identified Mackrell, who denied taking any photos. However, a search of his phone revealed images and videos of approximately 11 girls dating back to 2024. In some, the girls are wearing bathing suits, and Mackrell allegedly zoomed in on their private areas. The youngest victim is believed to be around 8 years old.
Investigators said Mackrell can be heard making sexual comments about the juveniles in several of the videos.
He is also facing charges of photographing a sexual act, stalking, unlawful contact with minors, and related offenses.
In a statement, the Millbourne Borough Police Department said Mackrell was administratively suspended effective July 31 while the criminal charges are pending.
"The department has zero tolerance for any behavior jeopardizing the safety of children," the statement read.
