The video, obtained by Action News on Monday, shows an officer stopping to assist a 48-year-old man who had fallen on Rising Sun Avenue near the intersection with Olney Avenue. The officer parked his vehicle to block the intersection and appeared to speak with the man.
Authorities have not said what was discussed during the interaction. After about a minute, however, the officer is seen returning to his vehicle and leaving the man in the street.
Less than five minutes later, a green Kia entered the bike lane to pass another vehicle and struck the man, who later died.

The officer has since been placed on administrative leave and is accused of failing to report the incident and failing to assist a person in need. Police announced Friday that Internal Affairs has opened an investigation into the officer's actions.
"What we can see on the video doesn't fall in line with our practices as a police department," First Deputy Commissioner John Stanford said.
According to police, the case came to light after investigators obtained surveillance video of the incident following a notification from the medical examiner's office.
Business adviser Fernando Suarez provided the video to Action News and said he hopes the incident encourages others to install camera systems.
"The truth. I love the truth. I love protecting ourselves and doing the right thing," Suarez said.
Suarez said he has 16 cameras and believes surveillance systems can help solve crimes and uncover wrongdoing.
"The whole city benefits because if we don't protect ourselves, who's going to protect ourselves?" Suarez said.
The Internal Affairs investigation into the officer continues, as the search for the hit-and-run driver is underway.
