City Council committee to hold hearings on deadly parking garage collapse in Grays Ferry

PHILADELPHIA (WPVI) -- A Philadelphia City Council committee will hold public hearings into the deadly parking garage collapse last week in the city's Grays Ferry neighborhood.

The hearings will be used to learn what caused the collapse and how similar accidents can be avoided in the future.

Council members overwhelmingly approved the resolution that established the committee on Thursday.

Three workers were killed, but the structure had to be demolished before the remains of two of the workers could be recovered.



The section of roof at the Children's Hospital of Philadelphia's garage fell last week, triggering a collapse across all seven levels, Mayor Cherelle Parker told reporters.

The mayor previously announced that she would order the city solicitor and law department to investigate the collapse.

PreCast Services Incorporated, a subcontractor on the site, was installing precast concrete floor decking and roof segments, which were manufactured off-site and installed by the manufacturer, according to Parker.

The investigation will try to determine if the stairs were built to specifications by engineers and other professionals.

A spokesperson for PreCast Services released the following statement on Thursday:

"We are deeply heartbroken by the tragic loss of our three team members. We are offering our continued support to the families, as well as our entire team as we all grapple with this tragedy.

We are immensely grateful to the emergency workers, Ironworkers Local 401, city officials, Children's Hospital of Philadelphia, and the community for all their incredible support during the response and recovery process. Their kindness, compassion and commitment were felt by all of us.

Over our nearly 40-year history of installing prefabricated concrete from numerous manufacturers, our company's commitment to our employees has been unwavering. As with any project, there are multiple construction partners involved, and it will be some time before the investigation is complete and findings are released. We will continue to work closely with the city, OSHA, our construction partners and other entities to find answers for the families. Our hearts are with them always."
