The shooting happened around 8:11 p.m. near Roberts Avenue and Fox Street.
At the scene, officers found a 23-year-old man suffering from a gunshot wound to the face. He was taken to an area hospital in critical condition.
A second 23-year-old man was found with a gunshot wound to the arm and transported to the hospital in stable condition.
According to police, the incident involved a Kia SUV and a Jeep Wrangler. Philadelphia Police Inspector D.F. Pace said there was an apparent altercation involving occupants of the two vehicles.
During that confrontation, someone inside the Jeep allegedly shot the driver of the Kia in the face.
Police believe two people were inside the Jeep and fled the scene on foot, though investigators have not ruled out the possibility that others may have been involved.
The victim shot in the arm told police he was walking nearby at the time of the shooting. Authorities said they have not yet been able to verify those claims.
Police said the Jeep Wrangler had a North Carolina license plate and was a rented vehicle. The Kia is registered to a person in Norristown, though it remains unclear whether that person was driving at the time, Pace said.
Officers recovered a firearm from inside the Kia, but Pace said it is not yet clear if it was used in the shooting.
No arrests have been announced.
