The victim, 20-year-old Bryce Wolfe, was killed in a collision at the intersection of Kelly and Reservoir drives around 11:15 p.m. on June 24.
Police said the driver of an SUV was traveling eastbound on Kelly Drive and attempted to make an illegal U-turn onto Reservoir Drive.

Investigators said the driver apparently realized the turn could not be completed and, while attempting to re-enter the travel lane, drove into the path of Wolfe's motorcycle.
After the collision, Wolfe became trapped beneath the SUV and was dragged for more than a mile as the driver fled the scene, according to police.
Wolfe was taken to a hospital with critical injuries and died at 4:41 a.m. the following day.
Lori and Clarence Wolfe said they are still struggling with the loss of their son.
"Every morning that we wake up feels like the first day that we lost him all over again," said Lori Wolfe of Conyngham, Pa.
"There hasn't been a day that's gone by that I haven't cried for most of the day over the death of our son," added Clarence Wolfe III.

No arrests have been made in the case.
"Please come forward; it would really help bring resolution to this case. We want justice for Bryce," said Lori. "Instead of planning for our son's 21st birthday or his college graduation or his wedding or welcoming his children, we had to plan for a funeral."
Investigators believe the vehicle involved is a white 2001-2008 Chevrolet TrailBlazer that may have damage to the driver's side. Police said the SUV may also have red paint transfer, a shattered rear window and a discolored front passenger-side wheel.
On Thursday, police released images of a woman they are seeking to identify.
"Investigators believe she may possess vital information that could assist in the ongoing investigation," police said in a statement.
A $10,000 reward offered by an anonymous donor remains available for information leading to an arrest and conviction in the case.
