Philadelphia police seize $70,000 in drugs, 11 guns in mid-level dealer bust

PHILADELPHIA (WPVI) -- Philadelphia police announced the results of a drug bust targeting mid-level dealers on Friday, which led to the seizure of $70,000 worth of narcotics, 11 firearms, and the arrest of six individuals.

Deputy Commissioner Jim Kelly said the city has doubled its drug seizures compared to last year.

"Just the amount of fentanyl that's there (on the table) is 4,400 doses," Kelly. "But over the last year, in just 2025 from January on, we have recovered a total of $140 million of narcotics and that comes out to just out of the East Division alone, a million doses of fentanyl. Citywide we've recovered over $4.7 million of fentanyl throughout the city."

The surveillance operation began in June and led to the arrest of six suspects identified as:

-Xena Roman, 29



-Willie Thigpen, 55

-Raymond Roye, 34

-Robert Pratt, 37

-Edwin Montalvo, 41

-Janeah Moody, 33



Kelly described the arrests as a microcosm of what they are seeing, but emphasized their importance in the broader effort to reduce drug activity, particularly as part of the initiative to clean up Kensington.

During the press conference, authorities reiterated that in 2025, the East Division, which includes Kensington, accounted for $140 million in narcotics recovered, equivalent to one million doses of fentanyl.

Citywide, police arrested 958 dealers and confiscated more than 340 guns.
