The developer recently rejected Plymouth Township council's demands for various safeguards, including noise limits, buffer zones, water and wastewater restrictions and challenged the township's zoning ordinance.
The proposed two-million-square-foot facility would span 10 existing buildings at the recently closed Cleveland Cliffs steel mill on Conshohocken Road.
The developer's attorney has not responded to a request for comment.
A petition opposing the data center has since garnered more than 3,600 signatures.
A hearing on the data center is scheduled for August 6.
