Surveillance video from inside the store shows a man carrying a basket and looking down store aisles.
Police identified the suspect as 30-year-old Jhet Larose of Brookhaven.
The incident occurred around 3 p.m. Aug. 5 at the Dollar Tree in the 400 block of Baltimore Pike, according to Springfield Township police.
Detective Randall Kennedy said investigators believe the suspect spent time walking through the store before the alleged incident.
"He was walking around the store for a while, so it looks like he was trying to pick certain people or pick random aisles he could get away with something like that," Kennedy said.
Police said they were able to identify Larose because he was wearing a shirt advertising his place of work.
Kennedy said the alleged behavior is disturbing for shoppers and families.
"Nobody wants to have to stumble upon this. You're out shopping with your family, and you walk down an aisle; that's not something you should have to see," he said.

Investigators said the case appears to be part of a broader trend involving men allegedly performing lewd acts inside Dollar Tree stores.
Falls Township police charged a man last week after alleging he exposed himself and performed a sex act inside a Dollar Tree there.
Prospect Park police are also searching for a suspect they say inappropriately grabbed a 12-year-old girl inside a Dollar Tree last week.
"It's usually adult males. They would walk into a store, for some reason now it's Dollar Trees, where they will expose themselves," Kennedy said.
Some customers said the incidents are troubling and would like to see additional security measures in stores.
"It's a sick world out here right now," said Veronica Carrington of Darby Township.
Carrington said she does not blame the retailer but believes stores may need to consider increased security.
"I don't think it's the Dollar Tree fault. But I think now that they know that it could happen, now you might want to beef up a little security or something," she said.
Police said Larose is facing charges including indecent exposure and open lewdness. Authorities continue to seek his whereabouts and are urging him to surrender.
