It happened just after 8 p.m. Sunday on Madison Street at the Wallingford Estates Apartments in Chester, Pennsylvania.
At the scene, investigators say they found 17-year-old Sabrie Pierce, who had been shot in the hip.
The teen was later pronounced dead at the hospital.
According to a criminal complaint, a witness stated that there was an attempt to sell marijuana sometime before the shots were fired in the parking lot.
Video reportedly shows a juvenile suspect shooting Pierce twice.
The suspect was arrested and charged with murder and other offenses.
"The families of two young men are grieving today, their lives forever changed by this tragedy. Despite the great strides we have made in confronting gun violence, particularly in Chester, there is always more to be done. Our thoughts and prayers are with the Chester community at this sad time," said District Attorney Jack Stollsteimer in a statement.
Pierce was an 11th grader at Chester High School.
Social workers and counselors will be available at the high school for the rest of the week to provide support for fellow students.
