The footage shows the vehicle stopped to the left of the double yellow line as it moves along a roadway near Century and Crenshaw boulevards. The video was recorded by Kimoon Kim in the area while there was heavy World Cup traffic.
The driver said he feared a serious crash could occur. The situation changed abruptly when the car cut off the driver and merged back into the correct lane.
