Authorities allege William McCray possessed hundreds of images and 40 videos containing child pornography.
Prosecutors say the investigation began after an alleged sexual assault victim came forward in October.
Court documents state the victim was between the ages of 13 and 16 and reported having sexual contact with McCray.
Authorities searched McCray's Monroe Township home, where they seized drug paraphernalia and multiple phones.
Prosecutors say explicit images were found on the phones and in chats with several minors.
Neighbor Dawn Schauer said she was shocked to learn about the charges.
"He seemed like a decent kid. My daughter graduated with him in high school. So to find that out is a little shocking for us all, I think," Schauer said.
Court documents also state that another victim later came forward and told police McCray sexually assaulted them as well.
During an interview with investigators, McCray allegedly admitted to having sex with one victim, claiming that he thought they were 18 years old.
McCray's mother, Keisha Mixon, reached by phone on Wednesday, questioned the validity of some of the allegations but expressed sympathy for those affected.
"We are embarrassed and ashamed that this has occurred. Our heart and our sympathy goes out to these families," she said. "We will do our due diligence to find out exactly what happened."
McCray is being held in the Salem County jail pending trial.
