The incident happened around 2:49 p.m. on the 2900 block of North Broad Street.
According to witnesses, an argument broke out between two people inside a black Volvo before gunfire erupted.
"I just saw the guy arguing with his girl. And then, the next thing you know, he pulled out the gun, and he shot her, then turned around and shot himself," one witness told Action News.
Sources say a husband and wife were arguing before a crash occurred. The husband allegedly shot the woman in the face, then ran to a nearby parking lot and shot himself.
Police said a 36-year-old woman was shot twice and transported to a hospital in critical condition.
A 41-year-old man suffered a gunshot wound to the head that investigators believe was self-inflicted. He was also taken to a hospital in critical condition.
Action News learned that a black SUV carrying a child was struck by gunfire during the incident. Police said the child was not hit by bullets but suffered minor injuries from shattered glass.
No other injuries were reported.
Investigators have not released further details about what led to the shooting or the relationship between the man and woman.
