It happened on the southbound side of the Broad Street Line at the City Hall station around 2:30 a.m. Monday.
SEPTA says the man fell onto the third rail.
He has not been identified.
SEPTA is investigating what led up to the fatal incident.
Shuttle buses had been running in the area, but trains are now moving again.
