Democratic Sen. Barack Obama is promising to encourage trade but to enact new safeguards for workers and the environment. Those remarks came in Fairless Hills on Tuesday as he opened his campaign for the April 22 Pennsylvania primary. It was his first visit to the state in months.

He says he'll make sure trade deals have strong labor and environmental protections to help keep jobs in Pennsylvania.

The Illinois senator spoke in a cavernous facility that once housed thousands of steelworkers. Now it is home to an arm of the Spanish company Gamesa, which makes giant wind turbines.

Obama's aides have played down his chances of winning the Pennsylvania primary. They say Sen. Hillary Rodham Clinton, has many advantages in the state.
