Second person charged with setting woman on fire

State police say a second person has been charged with pouring gasoline on a woman and setting her on fire last month. A 17-year-old Dover youth surrendered to troopers Thursday.

Police say he confessed to lighting a 19-year-old woman on fire with a lighter during a robbery March 11 in Capital Park.

The woman sustained second-degree burns over the upper part of her body.

The youth was charged with assault, robbery, possession of a firearm during commission of a felony, conspiracy and aggravated menacing.

Franklin O. Harrison, 20, of Dover was arrested April 6 in connection with the incident.
