About $375,000 has been collected by the state from $3 fees on rabies shots paid for by Delaware pet owners. The spay-neuter program was modeled after a program in New Hampshire and was intended to reduce the number of animals who wind up in shelters, only to be euthanized.

Department of Agriculture Secretary Michael Scuse says the program is expected to begin by next month.

Legislation is pending that would give participating veterinarians a $50 state tax credit for each sterilization. The bill passed the House and is awaiting action in the Senate.
