No. Double No. Triple No. People have been killed trying this, so don't do it. Even Franklin was taking more of a risk than he realized when he flew his kites and proposed his lightning rod experiments and was probably lucky that he wasn't seriously injured or killed, trying to coax an electrical charge from a cloud.
