The U.S. Army Corps of Engineers says it doesn't intend to honor a key agreement between Pennsylvania and New Jersey. Pennsylvania Gov. Ed Rendell's promise that his state would take the 26 million cubic yards of riverbed helped break a long stalemate. Now the Army Corps' stance means the riverbed could end up in New Jersey and Delaware.

The Army Corps and the Philadelphia Port Authority on Monday announced an agreement on plans to deepen the 102-mile channel from 40 to 45 feet.

The Army Corps says it only needs a permit from the state of Delaware before dredging could begin, possibly in about a year.

The project that has been delayed 15 years by environmental concerns and the bistate dispute over where the riverbed would go.
