Yes. Like all storms, the winds within a tornado vortex always turn counter-clockwise. This has to do with the balance of forces in the atmosphere (pressure, gravity, the earth's rotation) which tend to turn tranquil air in a clockwise direction and turbulent, stormy air in a counter-clockwise direction.
