N.J. town considers plastic bag ban

One Monmouth County town wants to sack plastic bags that can't be recycled or composted. The Red Bank Council introduced an ordinance Monday that would fine businesses who use them $100, starting Jan. 1. Businesses could sell reusable plastic shopping bags.

The council estimates it costs the town 17 cents a bag to dispose of the shopping bags.

A public hearing is scheduled for Aug. 25.
