A white electrician accused of placing a hangman's noose in space shared with a black co-worker in Philadelphia is due in federal court. Prosecutors say 62-year-old William Gould was angry because his co-worker had been accepted into a management training program for minorities at Children's Hospital of Philadelphia. Gould is due in court Tuesday on a charge of interfering with employment by threat of violence.
