The authority originally proposed three toll increases over 15 years that would have raised $11 billion.
Under the new plan, turnpike and parkway tolls would increase this year and in 2012, raising $8.25 billion. The money would widen the tolls roads and partially fund a new rail tunnel into New York City.
The authority reworked the plan following public opposition and Gov. Jon S. Corzine said he would reject the more extensive increase unveiled last month.
