The four were among seven administrators suspended in August following a grand jury investigation of the death of 14-year-old Danieal Kelly.
Of the remaining three, two returned to work after serving unpaid suspensions and another resigned earlier.
The grand jury concluded that administrators failed to supervise derelict employees and falsified paperwork to cover up the neglect that led to Danieal's death.
Nine people face criminal charges in the case. Among them are two city workers fired soon after the grand jury report was released.
