Shore owners caught between sand, hard place

UPPER TOWNSHIP, N.J. (AP) - November 28, 2008 The Cape May County town needs waterfront property owners to sign easements that would permit public access to their property.

But some of them say the town's offers have been very low. And they have reservations about granting easements, concerned about the rights they would be giving up.

If deals can't be reached, the town could try to take the land under eminent domain.

Mayor Richard Palombo says none of the lots in the Strathmere area can be developed now and that they may soon be under water if the beach isn't restored.
