"Anyone who would attack an 11-year-old kid in this vicious manner is not someone we can afford to have on our streets for any length of time," said Police Commissioner Charles Ramsey.
It all began around 8:15 a.m. Monday.
Police say the girl had just dropped off her sister at daycare and was heading to school when the suspect approached her in the 3000 block of Kensington Avenue.
"At some point in time [he] threatened to shoot her, but a gun was not seen," said Capt. John Darby. "He threatened her and forced her to walk with him."
The two ended up in the 2000 block of E. Westmoreland. That's where the man forced the girl behind a home and raped her repeatedly.
"At some point in time either he flees or she's able to get away," said Capt. Darby.
The girl was able to flag down a passerby, who called police.
Investigators say the attacker left behind silver-rimmed glasses. They're now being tested for evidence.
The suspect police are looking for is described as a white male about 5 foot 6 inches tall, with short black hair and a goatee, wearing a white t-shirt, black shorts with red and white stripes and black Converse sneakers.
The man is also said to have cuts or scars on his neck.
The girl says the man introduced himself as Alex, but police are not sure if that is his real name.
"We've got to get this guy off the street. So we're going to be full-court press on this until we get this guy," Commissioner Ramsey said. "And we will get him."
