Action News has learned that charges will NOT be filed against the CEO of the Richmond SPCA - in the death of her dog.

As we first reported Thursday morning, Robin Starr has been a fierce critic of Michael Vick. She tells officials her husband left their dog in a hot car for four hours.

The dog later died.

Some people are calling for Starr to resign.

The president of the national SPCA called the incident a "horrible accident."
