Around 12:38 p.m. on Sunday, police were called to a home in the unit block of Forest Avenue in Claymont for a burglary.
According to investigators, a 39-year-old woman had been out shopping. When she returned, she found her home had been ransacked by Cox. When she confronted him, police say, Cox ran from the home into a neighbor's yard. That neighbor, and several others, confronted Cox and kept him occupied.
While neighbors were talking to him, police say Cox threatened to blow up the robbery victim's house.
Officers soon arrived and arrested him.
Cox is accused of stealing $25,000 worth of jewelry, cash and electronics.
He is charged with burglary, felony theft, terroristic threatening, and criminal trespassing.
