On Saturday, County Police responded to a home in the 2000 block of the Christiana Village Apartments for a report of a male subject who was reportedly exposing himself to passing residents. When the officers arrived, they contacted the victim who reported the incident. Based on the reports, police conducted an undercover assignment on Saturday and today, but no indecent conduct was observed.
Police, however, contacted several neighbors who reported seeing Samuel J. Riley standing by his rear sliding door exposing himself on a number of occasions over the past week. On at least one occasion, a fed up and distraught neighbor videotaped Riley's actions.
As a result of this investigation, Riley has been linked to at least four victims. Riley was arrested this afternoon at his home and charged with four counts of indecent exposure. He is currently at police headquarters awaiting an arraignment.
