The SPCA raided Kristie's K-9 Professional Grooming shop after reports of animal cruelty.
It happened at around 2:00 p.m. at the grooming shop located at 6754 Martins Mill Road.
According to SPCA officials, the owner has one previous conviction of animal cruelty and was ordered to not have any animals.
George Bangal, director of law enforcement for the Pennsylvania SPCA, said the conditions inside the shop were horrendous.
"Animals were in need of medical care, there was no food or water, and there were unsanitary conditions inside the property," Bangal said.
The owner Kristan Mitchell was taken in to police custody.
