Police say a kayaker found the woman's body.
Investigators have been unable to identify her, and are asking for the public's help.
She is described as being 18 to 24 years old, having dark hair, 5'02", approximately 120 pounds. She has two distinctive tattoos, one on the upper body and one on the lower body, but detectives are not yet releasing a description of them.
Police said they believe the body had been in the water for less than a week.
