It happened around 9:30 p.m. at 33rd Street and Spring Garden Street.
The bicyclist, a 57-year-old man, was transported to the Hospital of the University of Pennsylvania for treatment.
Police are trying to determine if the bicyclist was under the influence of alcohol.
The driver of the striking vehicle stopped at the scene.
