Biden spoke Monday in Philadelphia to the Committee of Seventy, a government watchdog group.
He says the economy has shown many signs of improvement since President Barack Obama took office in January, but that the country still has a long way to go.
He says job losses have slowed and that he expects there to be a net creation of jobs by the first quarter of 2010.
He also says an increase in the gross domestic product and the stock market rebound are reasons for optimism.
