Police say the driver drove past "road closed" signs on Old Stanton-Christiana Road in Stanton, Delaware around 9:30 a.m.
The underpass frequently floods in heavy rain, or when the White Clay Creek rises above flood stage.
The driver did not appear to be harmed.
Delaware State Police also responded, but did not write a report or issue a citation to the unidentified woman.
