Police say someone called police after noticing the three boys - ages 6, 7 and 9 - and the 2-year-old girl in the car parked outside Boscov's at Concord Mall in Brandywine Hundred on Friday.
After an hour troopers were able to reach 32-year-old Latasha Tynes-Kirton of Darby, Pa., and 24-year-old Beverly Smith Clifton Heights, Pa., by cell phone. Tynes-Kirton is charged with three counts of endangering the welfare of a child and Clifton faces one count.
They were arraigned and released on bail.
Their children were not hurt, but the state Department of Family Services turned the children over to relatives.
