The Democrat made in his comments Tuesday at a news conference where he assessed the state's finances nearly halfway through the fiscal year.
He announced an additional spending freeze and cuts in discretionary grants as part of plan that he says will turn a projected $96 million deficit into a $124 million surplus.
Those projections assume that the Legislature will finally pass a bill to legalize table games at Pennsylvania's slots casinos, generating $250 million this year.
