It began around 1:55 p.m. Wednesday at a parking garage in the area of 16th and Callowhill Streets.
That's when, police say, a parking attendant saw a man who looked suspicious and alerted authorities.
Officers from the 9th district responded and found some items that could possibly be used to make a molotov cocktail.
That's when officers notified Homeland Security.
However, authorities say they examined the items and determined there is no threat.
