It happened around 3:00 a.m. Thursday in the 2200 block of North 28th Street near a Foot Locker store.
Officers say they saw a vehicle drive around the store several times. It then stopped behind the store and a man got out with a gun.
The officers approached the suspects and identified themselves. That's when one of the men started shooting at them. Police returned fire, and another man in the car got out and started shooting as well.
The car, with a total of three men inside, then drove away from the scene.
Police later found the car in the 2800 block of West Fletcher Street parked next to a church.
Two of the suspects, Kahlil Croxtom, 22, and Kassim Green were found and arrested inside a nearby home. The third man had already left and is at large.
It does not appear anyone involved was shot.
