Delaware has fined Valero Energy $1.95 million for almost 200 pollution violations over 10 years at the Delaware City Refinery.

The state agreed to the settlement in May, days before Valero sold the refinery to a Connecticut company. The Department of Natural Resources and Environmental Control only released information on the penalty on Monday.

The fine is for air and water violations at the 210,000-barrel-per-day refinery. It stopped production in November. Some involved years of failures to comply with earlier consent agreements.
