Police say he and several other cyclists were headed southbound when they entered the construction zone near Ridge Avenue.
One rider slammed into the back of a car. He was taken to Hahnemann University Hospital.
The boulevard was shut down for a time to clear the wreckage.
In a separate case, another driver lost control of his car, struck a guardrail and flipped over on the Boulevard.
Everyone was already out of the vehicle when the car erupted in flames.
That crash, which occurred right around the same time as the other, certainly contributed to the early morning backup.
