Joshua Cirwithian, of Bear, was charged with two counts of rape and one count of kidnapping.
Police say the victim, who was 18 years old at the time, said she was at a Kung Fu demonstration in the Bancroft School on N. Lombard Street.
The victim said she encountered Cirwithian in the hallway after the event, and he allegedly forced her into a bathroom and raped her.
Seven years later, in July of 2010, Wilmington police were contacted by the Office of the Chief Medical Examiner for the State of Delaware who said that during a routine search of the National Database, evidence that was collected in 2003 was linked Cirwithian.
On Friday a search warrant was executed at Cirwithian's home and he was arrested without incident.
