Officers in the Minnesota city say a woman walked into a Walgreens wearing whipped cream and not much else.
A local paper reports Katherine Margaret Watson is charged with indecent exposure.
Police say the 37-year-old woman was wearing a thong, pasties, a "partial" towel and whipped cream.
According to officers, the woman calls herself a `free thinker" and wants to encourage people to defy society's norms.
Police Lt. Tory Jacobson says Watson later conceded her actions might have been "a little over the top."
