He has been charged with numerous counts of rape, one count of continuous sexual abuse of a child and one count of sexual solicitation of a child.
On March 14, 2010, detectives were assigned to investigate a reported rape involving a 13-year-old pregnant girl.
The teen indicated she had been the victim of multiple encounters with Miller between December 2009 and April 2010.
Police say additional information regarding the circumstances and location is being withheld to protect the victim's identity.
Detectives interviewed Miller the next day and did not arrest him, but obtained a blood sample for DNA testing.
Yesterday, the DNA analysis was returned as a positive match to Miller.
Today, detectives responded to the Howard Young Prison where Miller was already incarcerated for an unrelated incident.
He was arraigned at the prison and issued a $550,000 cash only bail and ordered to have no contact with the victim.
