That officer, Richard Decoatsworth, was shot in the face back in 2007.
According to the federal civil rights lawsuit filed this week, Dr. Marc Lamont Hill was pulled over after dropping off a passenger in North Philadelphia back in June.
The complaint says Decoatsworth and his partner searched Hill's car and pockets, and without warning, Decoatsworth pulled Hill out of the car by the arm.
The police declined comment.
