Authorities told The News Journal that Shakoor Daye was arraigned on first-degree murder and weapons charges after he turned himself in on Saturday.
Police said 21-year-old Kalil A. Ames died on Wednesday after being shot in the head Tuesday evening.
New Castle County Police Senior Corporal Trinidad Navarro says Ames and Daye were friends who had an argument before Daye fired a handgun at Ames' head.
