Temple student shot outside Halloween party

NORTH PHILADELPHIA - October 31, 2010

Police say is started with a fight inside the house. A verbal altercation turned physical and spilled out onto the street. Once outside, they say one of the young men pulled a gun and shot the other.

The 20-year-old victim was shot in chest. The gunman has been identified as 21-year-old Richard Dodds of Audubon, Pennsylvania.

When police arrived on the scene they say they found Dodds still there, still holding the gun. He was arrested and taken away in the back of a police van.

Police are withholding the name of the victim who's a Temple student. He was taken to Temple University Hospital in critical condition.

Police say it looks like he'll be okay.

Temple student housing has reached further into the neighborhoods surrounding the campus in recent years. Neighbors say this has been a problem house, and they're tired of the nonstop parties.

The neighbors say they plan to circulate a petition to try to get the city or the university to do something about it.

The suspect, Richard Dodds, was a guest at the party and is not a Temple student. He is in jail, waiting to be arraigned on a charge of aggravated assault.

He did have a valid permit to carry the gun.
