A passerby, walking along the 1600 block of Jessup Street, found the victim lying unresponsive on the side of the road around 5:32 this morning.
Police responded and performed CPR and used an AED before discovering a gunshot wound in the man's chest.
He was pronounced dead at the scene.
Police have no information on suspects or motives at this time.
