Obama arrived in Lisbon, Portugal, on Friday to attend separate summits with NATO and the European Union that will put his war strategy in Afghanistan in the spotlight.
NATO countries are expected to set a goal of giving Afghans control of their security by the end of 2014. The alliance will also pledge a longer-term commitment to Afghanistan focused on training and development.
Obama said the meetings provide an important opportunity to align the approach to the transition in Afghanistan.
He spoke after a meeting with Portuguese President Anibal Cavaco Silva.
