The crash happened on Route 13 at Route 896 at Boyd's Corner just before 10:00 a.m.
Police say a car driven by Malik Hashim, 57, of Middletown went into the intersection and struck the tractor trailer, driven by 22-year-old Michael Kitts of Middletown.
While the investigation continues, police say it initially appears that Hashim ran a red light.
Both drivers were wearing a seatbelt at the time of the crash, police said, and alcohol is not being considered a factor in the crash.
