It happened just after midnight Saturday inside the "12-52 Crabhouse" Bar on South 21st street.
Investigators say an argument spilled onto the street between the men. Officers arrived and found two men had been shot.
They ordered another man to drop his gun, but he refused and was shot.
All four are expected to recover.
The officers weren't hurt.
