The woman has filed a personal injury lawsuit against Tyrone Wiggins, the city and three former police commissioners, alleging they ignored signs that Wiggins was "abusive and out of control."
City officials declined to comment on the suit.
Authorities said Wiggins sexually assaulted the girl for eight years, starting when she took his karate class at age 12. Wiggins had alleged that she concocted the story.
A jury in December 2010 found Wiggins guilty of charges that included involuntary deviate sexual intercourse and statutory sexual assault. The 54-year-old former officer is behind bars at the state prison in Schuylkill County.
